County of San Diego – Black Canyon Road Bridge


Project Synopsis
CPM Partners provided services to San Diego County – Department of Public Works as part of the 3-year As-Needed Countywide Construction Management (CM) services contract for the Black Canyon Bridge Project.

The project consisted of replacing the existing structurally deficient bridge, which crosses over the Santa Ysabel Creek, with a new two span bridge on a new alignment that meets current federal standards and accommodates passage of a 100-year flood.

During the process of developing the final pay estimate and facing numerous contractor claims, the County requested that CPM Partners review the project record and provide recommendations as to the reasonableness of the liquidated damages and outstanding Notices of Potential Claims.

Services Provided
CPM Partners services included review of all project documentation including daily reports, correspondence, requests for information, change orders, notices of potential claims, and contractor schedule submittals and provided office engineering in support of the County’s project management team, CPM scheduling, and general construction management support services.

CPM developed an as-built schedule which was utilized for the evaluation of potential and actual contract changes. potential claims evaluated for merit, time extensions granted by change orders were evaluated for impact to the critical path, and findings were prepared for the County’s use in mediation and arbitration.
